Luggage Cart

From Jill Gaillard's email in response to the missing luggage cart:

"How about a Sign-out system and if that doesn’t work, you have to leave your license, lock the carts up and people have to get the key and swap their license for it in the office. After office hrs would be the issue until security started."

I've received 2 more complaints about the missing luggage cart. We really need to discuss solutions. Perhaps a sign-out sheet kept at the guard's desk? We have to remember we do not have staff onsite at all hours so a key and lock system will get tricky. Please discuss.
